The West Oak Lane Community Development Corporation, a wholly-owned subsidiary of OARC, conducts a Housing Counseling Program that is certified and supported by the Office of Housing and Community Development (OHCD/City of Philadelphia). The agency is HUD certified and under contract with the Pennsylvania Housing Finance Agency to provide housing counseling services.
Counseling Services Provided
Pre-Purchase Workshops and One-on-One Sessions: Weekly workshops and One-on-One sessions for prospective homebuyers
Post-Purchase Counseling: One-on-One sessions for current homeowners to discuss issues encountered after purchase such as meeting mortgage payments, budgeting, and home maintenance
Default and Delinquency: Mortgage Delinquency / Real Estate Tax Delinquency
Foreclosure Prevention: tools and assistance available to help prevent foreclosures

Commercial Revitalization Initiative
Dates of Operation: Began in 2003, ongoing
Description: This program is active on Ogontz Avenue from 65th Street all the way to Cheltenham Avenue; on Washington Lane from Ogontz to Stenton Avenue, and Stenton Avenue from Upsal Street to Haines Street. OARC's Business District Managers work closely with businesses in these areas to help with marketing and to aid in maintaining high quality standards. Additionally, they coordinate the Northwest Philadelphia Façade Improvement Program, which provides direct grants to businesses for façade improvements.
Accomplishments: To date, we have invested over $500,000 in new commercial storefronts, awnings, security grates, colorful banners and signage.

Commercial Real Estate Acquisition, Development & Leasing
Description: OARC has acquired, developed and leased approximately 100,000 square feet of commercial space in West Oak Lane. We welcome new and seasoned business owners to participate in the growth of this upwardly mobile urban community. West Oak Lane is the ideal place to locate your business.

Description: OARC has acquired various strategically located commercial buildings nearly all of which were vacant and deteriorating. These properties are currently being re-developed and will be available for lease in the near future. Our overall goal is to attract new businesses to West Oak Lane. These properties include:

Community Revitalization
Date of Operation: Construction began October 2006 and will continue through 2007
Description: OARC is currently renovating six houses on the 1300 Block of East Haines Street. We are also are restoring the façades of the other owner-occupied homes. Our goal is to improve the overall appearance of the entire block, and thus the quality of life for everyone in the neighborhood.

Wister Transit-Centered Community Development
Description: OARC is exploring housing & economic development opportunities around the Wister Station stop on the R7 line.
Major Goals/Objectives: To determine if market rate housing is appropriate for this area.
Partners: OARC partners on this project include the Wister Neighborhood Council, La Salle University, SEPTA and The Reinvestment Fund.

Healthy Neighborhoods Initiative
Description: OARC was recently successful in having a portion of West Oak Lane selected to participate in this exciting new neighborhood development initiative.
Major Goals/Objectives:
- Restore market confidence in the selected neighborhood through investment, reinvestment and strategic physical improvements.
- Build or contribute to wealth creation for residents in the targeted neighborhood, primarily through restoration of homeowner equity and market appreciation of the values of homes in the neighborhood.
- Strengthen and enhance the social fabric of the target neighborhood by supporting existing neighborhood organizations and community activities.
